The digivice IC is in the US, but not the second version of them.
(on a somewhat related note, I would kill for a black D-3... I should have gotten one when I was a kid)

No, they are not serialized in the US, MSGM. Just because its available on ebay doesn't mean its here. They have to get them from japan, and there is an english text version, but the toy companies here dont have them and thats why they are so expensive.

yeah i thought the same as MSGM and then it occurred to me that they probs do speak english otherwise they wouldn't make some of their stuff that way and they don't always have to serialize everything english here

Yeah... the ones you can get on ebay from people in the us are order from japan so thats why the cost so much. And if you buy from someone in japan ur shipping is 20+
